use the blow torch, fill the ball with water (use the watering can twice), use the red dye, put the fish in, use the blue dye
i think that's it... :)

:Level 23 is the one where you have grass grown twice, blue flowers on the bottom grown twice, but white flowers all over grown once.

:Seems like there is no "game over" in this second edition of factory balls. Which is a good one, spares the player the tedium of restarting everything from scratch. =)
